problem file step scratch online

hello to all, I want to point out that I am not an inventor expert.
I am a designer but I have always worked in 2d.
The question is
Why by downloading step files from the internet the assemblies have parts that do not show any processing?
Is it a block subspecies to the changes?

opening/importing files in non-native format or in exchange format (such as steps) do not show processing in the tree. you see them as they are and to make any changes to existing processes you have to resort to direct modeling commands.
