problems initial graphic interface

when the plans appear after choosing the part and the measuring system, approach me with the cursor to these and the slippage. how ever?it is a settings problem or depends on my pc

It should be a video driver problem, I also had it a while ago, the drivers of the card were not updated. check to have the latest drivers, and try to change the graphic mode from opengl to direct3d
