properties manager solid edge 2019

good afternoon guys, for a while I noticed that the "properties manager" function is no longer accessible.
simply by clicking on the button, nothing appears to me, does not just open its own menu of file ownership.
Has it happened to you? You know how to solve this?

if selecting the command the button remains highlighted then the relative window ended out of the screen. If so you can right-click the windows10 bar and select 'show the windows side by side'.

I had already thought about this, but there is no window, I obviously tried to restart the program, but the problem persists.
