the quotas in autocad always sell drawn on the current uct.
so to make the quota you want (the one in the red rectangle) you have to create a new ucs that has dir x the current z and dir y the opposite of y (command ucs-> new)
after creating the uct (which you can also save with a type name v1) you realize the quota.
then return to standard ucts by ucs -> global
