I would like to know if it is possible to bind the quotation lines to the drawing lines of the particular, so that they also update themselves with the update of the view.

when inserting quotas into a drawing, these are of "associative" type, that is, the quota graphical element is associated with the geometric 3d element of the geomatria.

the fact that your quotas become red means that you change the gemetry in such a way that the quota entity does not recognize the association, for example:
If you put a hole in the table, then go to the 3d and delete the reference hole and return a new one in another position, the 2d can not reassociate the quota.

to correct the error, you can use the "reinstrada quota" command.
