You mean to reserve a license only to a user, so there's always a free one for him?
We must have a lot to allow this:
However, on the server where you installed the license manager there is a file of options, from me it is called ptc.opt: to reserve a license of the type "proe_foundationadv" (it is an example, the name you see it with the ptcstatus.bat) to the pippo user you have to write to us

reserve 1 proe_foundationadv user pippo

and restart the service...
