reuse library - creation and modification

I was studying how to customize the reuse library in version 6 and I came across a chain sprocket.
I refer to the "standard parts/pts/metric/sprocket gear.prt"

Unlike other models contained in libraries where or there is a parameter file in .xls or the parameters are internal to the file as "part family" this model has a completely different editing interface .

Has anyone ever tried or knows how this interface was made?
