rotate work plane and objects

I drew beams on a work plan. . .
But I would like to turn all the beams, and the most logical thing would be to be able to turn the working plan on which the drawings were drawn
. .
But how do I rotate that plan?
or otherwise how do I rotate all the objects that are drawn on that given plan of work?

the working plan must have a origin on the reverging plan (support) of base (better the center). the plan must be managed by a "angle" parameter.
objects must be drawn on the reference plane, without constraints on other floors
