rules for beating handrails

I have to make a project (industrial plant) where a dancer with handrail is planned....the dancer is raised from land of 800 mm and I wanted to ask if there is a norm that says it is obligatory the beating.. .or know if there is a minimum height where the battepiede itself is not mandatory on the parapet of the scale... is always mandatory the beating?

your dancer is taller than 500mm then applying one or the other the batter you have to put it.
we always put the battepiede (the norm says you have to put it if you see taller than 500mm, and not that you do not have to put it if you are lower).
by curiosity, the fact of putting your beating bothers you for some reason? If I didn't get it wrong, it's a pretty short perimeter or isn't it?
