by memory you can do it during import, you can definitely scale in edit sketch with the command that you find under tools> sketch tools> scale

hi volaff, I agree with colleagues. select a plan, insert the dxf/dwg keeping the constraints, then check a reference quota and finally, select all and stop the sketch.
