set annotative quotas for locks

Good morning to all, I often find myself entering into my drawings annotative quotas that at the varying scale change in height. But I can't understand how to set in the same way the quotas of doors and windows with the corresponding separation line between l and h.
Can anyone give me the answer? Thank you.

I assume you built a block with attributes for that type of symbolism, that is, 2 attributes placed above and below the line.
if you act on the point of justification of attributes (low and high-center) should go all right to the change of scale,, or not?

no I have created no block. Do you have the kindness to explain to me how to do it? I also need it in such a way that if the ruote of 90° turns all right. .
