I am looking for a publisher and/or iso simulator that allows me to test and create parametric turning/freshing programs both at the level of local variables and at the level of system variables as well as the possibility to recall any subprograms.

You have already tried cimco edit, I think you read the parameters r (typical of the siemens) and I think also those fanucs. Try downloading the 'demo' version.

I tried it and for what I saw it is a discreet compromise but not flawless.
in turning in the fixed cycles fanuc makes some confusion when working with corners.
I also have difficulties with the calls of some macros associated with a code g as he only manages, from what I understood, only the calls type g65... o g66 p... and also does not take into account the system variables of the cn.
and a great editor anyway and allows many simplifications in iso programming.
I am also viewing another eureka product of roboris that allows me to do all these things but it is more a great iso simulator than a publisher and therefore a little bit slender and less intuitive.

Sorry about curiosity, but you didn't consider the fanuc simulator?
I have the siemens, heidenhain, ecs and I'm pretty good.
Unfortunately one who does everything knows that they still have to invent it.
