I never used soil modeling function. I had from the topographer a plan quoted with the 3d points of his rilevo, but I can't in any way make them "digest" to vw to produce a dtm model. in practice I have a set of 3d points of vw; when I open the command panel "model the soil" appear consistent data with the relevant quotas, but then a single red square is produced which is indicated in the panel "information" as "ground model". :confused:

I imported the dwg file of the topographer and the listed points (I see the odds as normal text) are crucified with z=0 that the info call "simboli 3d".

in your case, the character who created the dwg has "baked" on the design the points inserting blocks, which have little usefulness for our case: you have to revert each single symbol and insert a 3d point in its place, setting the correct z value. Alternatively you could use automatism, but to be sure I should see the file...
