you should indicate with which software you want to make this model

if the sw you use has the option of pulling on incomicient images of la, recalculating with the splines the guide curves then I would pass to the surfaces but one thing is sure, to realize the piece you post you still have a good experience on the 3d

in rhino 4 there is the help (f1) very effective where there is almost always a kind of small video

try to put the voice spline and see how you create

then see how they constrict the surfaces for 4 edges

each sw uses different methodologies, in the end you would look for solutions that do not exist in rh or that you get by taking different paths.
I suggest you follow the tutorials on ytube or on the rhino forum or on the mc neel site
