sw advice for scanning and tapping

It is very much that I do not attend the forum since I have passed from design to management.
I mainly deal with motorcycle mechanics. I have in mind to buy an arm with tastor and laser so that I can acquire the shape with the scanner and elementary geometry with tastor.
compared to a few years ago it is possible to find arms used by producers at rather affordable prices.
the request, for which I write is related to the software. (I have the need to acquire mechanical details not very large the bigger things could be a whole motor or a famine)
1- I look for a software that allows me to acquire the cloud of points, generate the stl and at the same time have a module to acquire elementary geometry, points, planes, circles and so on to generate an iges file. all to import then into a cad stl and iges files at the same time and have tasted points and acquired geometry. (in the past I have been able to work with polyworks v10, it works very well, but it does much more than I need and costs a lot).
2- the second software/module I need, is the one for the ispection, that is the comparison of the mathematical model with the particular realized resulting from scanning. (regarding this I heard about a gom software that tells me to be even free... now, I believe little, but I mark it because some of you might have tried it. . . )
3- the third point is the cost I wanted to contain as much as possible.

relative to the software gom I confirm that it is free and works pretty well. you can download it from the gom site and it's called gominspect. is also located in Italian

for measuring instruments if you're interested, we develop a couple of fringe projection systems (no tastat) that measure parts from 5mm up to 2/3 meters.

I'll run around here under some examples on small parts. dimensional accuracy +/-0.02 mm while for resolution you can take a look at the attached images.
