toothing on pulley

I have to draw a tooth on a pulley. I have a drawing(snap attached) containing the info to build the tooth profile. how can I implement it on pro-e? ...

create the wheel with a revolution.
the design you posted, I'd regrow it in a sketch environment and apply the extrusion with subtraction of material.
It seems very simple... or did I not understand the question?

You make the wheel revolution with the exact outer diameter.
cut the tooth compartment and then the pattern according to the number of teeth.
