I don't think we can date.
I would rather try to date the surrounding sheets, checking if you can read the sheet marking to date the casting number and the certificate. at that point it should not be difficult to understand when the sheet came to the company that worked it (checking for example ddt, invoices, orders, etc...) and at that point you know that the soldering cannot be older than a certain date.
