hi, I was just admitted to a master on "gis and remote sensing for geoenvironmental planning". if you do it to look for work let it go; I think it's money. if you do it for your own culture and/or to start your business then proceed.
There is very little work in the private sector; I would perhaps look for something in the public but it would be better to have some political push to Italian.

qgis, fat, gvsig, saga... if you look on google you find an infinity, but the top is arcinfo (esri) obviously not free, indeed...
