I think it's a question of drivers not optimized for the 64bit environment.

If I were there physically, I would remove the paper roll and do some tests with single sheets a4, using native drivers contained in win7, type hpgl/2, designjet 5x/6xx/7xx/8x etc.

for each driver, print the windows test page, time switching from the click (click) to the output of the printed sheet.
