Do you mean a pipe made from sheet metal?
If so you do the sketch of an "open" circle (just leave a "fessure" on the circumference) and extrude it with the sheet command linguetta flangia on base. All there.
now you have your pipe cut along a generator, you can flatten it (always from the sheet commands) and/or put it on the table as flat repetition to obtain in 2d the design of the "developed needle".
