I can not create a threaded hole on the circumference of a tree using a perpendicular plane to the axis of the tree.

did you copy the "superior" plan at a distance of mm= at the shaft radius?
then select the plan and press the command drilling wizard and go to bind the sketch of the point where you want to make the hole.
