command 2d - 3d in inventor 2013

as from title, where do I find the 2d - 3d command just out of sketch mode, in the 2013 version of inventor?
in a tutorial I saw that it was featured in the 2012 version, is it a command you have to add?

I took an image from the video on you tube titled: autodesk inventor 2012: 2d to 3d.
I attached another image is blurred but you should understand. I find the command in part.
I would not like to be a command to insert as for example the feature migrator, that in the previous versions there was then instead in the new ones you have to insert it

I actually feel like I've seen it a long time ago somewhere, but if I go to the command list via "user commands" I don't find it.
Maybe it's an add on or something like that.

It's a plug-in, "2d to 3d tool" but it only works for minkiates, I tried it years ago... it lasted me 2 nano seconds

It's a plug-in to add, so if you tell me it's not worth it then I avoid losing time.
I was just curious after seeing the video and not seeing the command in my 2013 version, I thought we had a professional diet version!
