with solidworks version < 2015 handling had no problems... each part and together rotated without constraints some in space.
with solidworks 2015 must have introduced something that blocks and binds rotation and is really but really annoying and not practical.

test with the right button on the concentric bond and then select "slow rotation".
if the concentric ball appears full, then the rotation of the constraint will be blocked.
