If the end of the line is bound to some outside of the axieme and you can't change it, I would design another line that starts from the center of the circle where the other part and give it colinearity or parallel, and then I would give it the end coincident with the circumference

I have the same problem with snaps, they go pretty bad, I draw a point in the sketch, that takes the intersection no.
