100% cpu without doing anything

I had the problem that osd didn't start this morning, said it was better to start but then I only saw the frame of the application window, but nothing else.

I deleted the user profile inside roaming and relaunched the application. Now the cad starts and is usable, but I see it occupies 100% of one of the two cores, even without any open file and no activity in progress. Can you help me find the problem? Will some windows update, like .net hitting his feet with java?
