I would start setting up cross-sections to make a loft, the surface then the systems as you want with the control points. Of course if you use tsplines would be ideal, you could even do it with hexagon and then convert to nurbs.

I started from the rifle profile. . .
I would then make cross-sections (as suggested by enri) , but do not use lofts but bensi network surface (network of curves in Italian) that allow to put in tangence and continuity'
He avoids creating a single surface...

First I would create football, which is the most 'organic' part of the model, then the front, finally I would collect the two 'zones' with the blend surfaces
