chat and forums have different uses, for this reason:

chat is a communication between two people, the forum is a tool that aims to "share" knowledge. example: many times it's even useless to explain the question we're interested in, because it's already been treated in the past, and so it's within the reach of a simple archive search. If the subject was treated on a private chat, it's impossible to trace it in a public archive, so there can't be the type of communication "from one to many" which is the very condition of existence of any forum.
