in the past I remember that it was possible, to avoid certain "italianate" , to homologate a car in an exemplary unique in germany (of course with technical relations, calculations and costs of the case) . then Italy was forced to homologate because a Member State cannot refuse the homologation of a vehicle homologated in another European country .
Did you check if your bike is approved in some other European country with that tyre size?
