Good morning, if part 33 is a part you use often you could save it as tools, and call it back from the library. without a pdm the only thing that comes to my mind and that the part has to stay in a top folder, like first folder with 3 folders together and part 33, then in each folder you make the axieme recall the part in the main folder. I don't know if it works.

In my opinion, if you have no parts that have an encoding connection with the axieme, like a "machine-group-part" design code, you might consider those components as commercials or vices by placing them in a specific folder.
we also do it by us while having pdm for those components that are commercials adapted to drawing, type supports ucp with track for key etc.

the tool that tells you where the components are used is the pdm, if you don't use it you have to remember it. a folder structure, however well thought, will never give you this result.
 
in the old versions of solidworks there was the explorer that seemed to me you could look for "where used" but having always used a pdm there was no real need.
