the command has the assumption that the number of segments of the different sections must be equal and the starting point of the same must coincide.
once you make the first section (or sketch) you have to go on sketch> tools feature> switch section .... and so on if you add more sections

you probably did not close the two sections in the sketch, the segments you create must be in equal number in the two sections and must describe a closed perimeter.
