just go to the agency's website uni, in the search field write the number of the norm, view the results, open the one of interest and read that it has been withdrawn and replaced. click on the link of the new norm and check that this has also been withdrawn; proceed to find the legislation in force.
mark the legislation in force and search on the net if you find a pdf or a branch of it knowing that the norms are paid; or go to a university library and ask if they have the norm or if they may be able to find it without having to pay xx€
At my time, I wrote directly to the university and sent me scanned pdfs of what I needed. certainly that in honesty I have always explained for thread and for sign what I had to do, with what prof and why.
