I can guarantee you the purchase with perpetual license without obligation to renew annually. but remember that almost all cad/cam then after years that do not renew require a payment of years of unpaid renewal/maintenance.
In fact, I usually recommend in pre-sale phase the purchase of the three-year contract (also made to my current boss) so that you can swing at least between 3 versions so if there are particular bugs you are in place.
Also in your case I would recommend you to bet on the solidworks pa and solidcam version with the modules you need, it costs you a little less cad.
