cartilage with overlapping layers

Hello everyone
every time I create a new table (or I open one already started by others)I see that two different layers overlap. but it's an operation I'd like to avoid.
how can I set the active layers by default?

you do it in the starting template and will be functional in the new designs. in existing designs the layers will be activated/unactivated as set when saving
