I just signed up for cad3d.it, so I introduce myself briefly.

I wanted to know if the sketches are already designed with the precise measurements, or a profile is drawn that looks like and then the size is adjusted after extrusion/revolution/other processing.
Are there quotas that change the actual size of the piece? the most similar thing to parametric quotas is the parametrics module, but I do not know if it is appropriate to use it in substitution of those that in pro-e would be the parametric quotas. I saw on the ptc site that in the latest version of cocreate there are parametric quotas, that if I did not understand badly they fit directly on the solid. in v. 2008 is there anything like this?

The parametric module is what you need.
as you said rightly the odds apply on the solid model and can then be used as normal parameters.
provisionally you can use a surrogate that are 3d annotations.
are not true parameters, but you can use the odds as a Appeal to apply particular changes.
