Maybe you do it with a normal sliding protusion (loft). first draw a 3d sketch that will be the trajectory, and then another that will be the right section of the mat. Finally I would create the solid using the second sketch as the generating section and the other as trajectory. But it's a general method, I don't know pro/e.
