creation of "forante" component

Good morning to all,
I would have the need to create a component that fits me together to create a hole suitable for its circumference, to be clearer, I have to create a tank and once fitted together the 2 funds and the sheet metal, on the latter I have to apply some sleeves.
As these sleeves are of different size and located in different positions I would like that by inserting the part together I drill the sheet with an exact circumference and make sure that changing the size of the sleeve automatically adapts the hole!
I have made 1000 attempts but I just can't, I have "played" a lot with the creation of a smart component but it doesn't work, I'm sure wrong something.
Did any of you have this need?
I thank in advance anyone who spends even a few seconds analyzing my problem

thanks for the prompt massivonweizen response, I tried to follow your advice but without having results. I created together a plate on which to apply a sleeve and then I used the cavity command but does not create a puncture on the plate unfortunately

the procedure is this:
the various parts are inserted in the axieme
part of the part in which to create the processing (the plate)
you perform insert>functions>life
you select the part you do from tool (manicotto)

If you don't say what procedures you do, if you are returned error messages or anything, how do you tell you where you are wrong and how to correct yourself?

I have created all the parts that need me with the cavity function, for me fully meet my needs, now I am waiting for the parts to pass over to the high floors.

I didn't know the command... but I always find it disabled in the menu
