creation of layout windows in autocad 2014

I went to autocad 2014 but I have some trouble creating windows in the layout.
according to the guide I should go to the view tab --> windows layout. putruppo is soltato that of the model (as you can see from the screenshot).

Also in previous versions by clicking on a window, and going into its properties it was possible to set a customizable scale. Now this option does not appear.

I read your response message to that thread"to create windows on the layotu you have to do so through the layout tab that in fact in model space is inhibited. "but I can't see the layout tab you indicate

if you do not see the "languages" of the model and layouts:
options -> display -> display layout tabs and template

@plannerroad thanks but the tabs (bottom) I can see them, I don't think massivonweizen was referring to that.
