design and commissioning costs

I would like to know what they are
criteria and parameters (hours,contents,forms etc.) used today to evaluate
technical work.
who offers at low cost now then exaggerates in hours and vice versa....insomma is a jungle!!
Is there a rule for preventive drawing cad?

normally a company that from design work to an external technical office knows the mountain hours within which to stay. only special development we are on 25€/h while for turnkey design 30€/h.
this is the normal market of professionals. unless it makes sense.
