probably the template you use is not saved with the correct setting.
In fact, the sheet format is one thing, but the template (.drwdot) is what contains the above settings.

question, dl file drwdot needs one for each format (a0; a1;a2 etc) or just one and then all the others in extension.slddrt?
a client provided me with templates, I see only sheet sizes with .slddrt extension and a unique drwdot.
 
drwdot is the standard of design model where are quota settings, text, type lines.... .
slddrt is the sheet format that usually contains the square and the paper
