design in 2d without the 3d model

hi, I press that I am a neophyte in the use of inventor and use it especially regarding the creation of plug-ins and customizations. But today I had a bad surprise. Is it possible that he can't make a 2d drawing if not connected to a file3d? in other cad (e.g. thinkdesign) if I want to make a 2d design "unconnected" by a 3d I can do it quietly but with inventor (I use professional 2008) I did not succeed ... using inventor to make 2d is like going to plough the field with a countach only because it is a lamborghini like tractors.

in inventor just save in dwg inventor, open in autocad and make the fences (in this case) and what is autocad remains of autocad and what is of inventor remains of inventor and associative and openable in both environments.
