the more the lines are close to each other and the more the command becomes difficult. a trick consists in moving a little view with zoom. It is not necessary that the window understands the whole object.
If it doesn't succeed then there's a few more passages to do, operating with the region command and selecting points within the area (and extruding the region so created with extruded command).
otherwise with the contours command create the polylines to be selected with the region command.
They're extra steps. The easiest command is what you were using, the prizes and drags.

with autocad is always a struggle for me. with inventor and similar work is faster and less brainy.
It's a very useful command, but sometimes it doesn't really want to work.
Probably the lines of your design are even closer to each other, and this further complicates things to autocad.
autocad takes too often a lot of crabs when it has to contornare a closed area. even with the contours command and selecting a thick internal point sometimes gives the message "unclosed contour" even when it is really closed. This is reflected also on the command awards and drags, because this command operates on closed areas and evidently comes to create the same confusion that goes with the outline command.
