jog size factor is the jog control (the pair of lines that indicates that the size quotes an element not fully represented)

try to give from keyboard dimjogline and select a quota, to understand what I'm talking about

the only way, automatically, it's an escamotage that I show you in the attached image

the minimum distance you talk about is given by the value of () a) which is the scale factor of the block of the notch of the quota (arrow 1 e 2) therefore you cannot lower that distance than the block scale factor (in the case of the image 0.15 unit)

I explode the altitude, I take the arrow and enlarge it 1000 times, I make a block.
I make a new style of quota and I start blocking my new scaled arrow block, and insert it 1000 times smaller (so the original ratio 0.15, will become 0.0015), my minimum distance (a) will become automatically 0.0015 and no more 0.15

aesthetically the quota will not change (the one with red darts is the hypothesis with block scaled 1000 times), but the distance (a) will be reduced badly.

you will have a new style of altitude, which will differ from the original one only for this feature. It's an artifact solution, but I think it's very elegant to your problem.

I also insert a dwg, where you have the two different quota styles, so you can analyze them more in depth.
