I honestly don't know, the only thing I know is that the units in the file are standing, but drawing on your file to me the arc is generated correctly so I don't think they are local autocad variables.Don't you know what it can depend on?
Is not the angle data that passes them from excel with a 45,00 that maybe they are interpreted in wrong direction?
