you could kindly tell me how to handle dynamic blocks, e.g.:

once you create the dynamic block in a new design, do you have to save it as a block? and then how to insert iol dynamic block into a design?

I'm afraid you have some confusing ideas, or you're wrong. What you wrote really makes no sense.
However, created a block (both a dynamic block or not), you can insert it into any design using designcenter.
