I think catia has tools like nx,
I did so:
two 'helms' in step and variable radius shaken of thickness and then I made a swept (sliding surfaces) of a rectangle.

As a first observation, it should be noted that not only is a variable step propeller but also possesses a conicity. So I would build a circular cone trunk.
externally to this I would define a variable step propeller with the same conicity.
I would define the cross section of sweep, and then create a scaling.
I repeat, it's just an idea, if you want to check if it's correct.
