I don't understand why you're talking about mesh on the surface, if meshi with solid tet10 meshi elements.
If so, and you have actually made a solid mesh, with tetrahedral elements, (viola), when you give the property you must first set elements (top right) instead of geometry. then select all the elements. if you give it to geometry you must be sure that the elements are associated with geometry.
