export pdf in scale

Hello everyone
I have difficulty in exporting pdf in scale of layout in cad... despite I have searched and read previous discussions about the issue and post at this link http://ctrl-alt-cad.blogspot.it/2010/01/impostare-la-scala-di-stampa.html the problem always comes back
I set the units in mm, I drew in 1 uc and I have to print on format a2 420x594 a window that on the worksheet I built with size 42x59.4. Beyond the content (printed in graphic scale) the problem is that when I mold the window that interests me automatically in print scale with suitable option to the sheet I set 1mm = 0.1064 units and already the lower margin of the print comes out from the sheet (indicated by the lower red line in the pane), even more if I personalize and modify the unit to 0.1.
Of course I'm wrong with something, you know where? What do I do?

ps: I tried with centered print and only with 0.1064 unit does not give me margin problems in the press, to 1 instead it is

Sorry, if you print the window with the same size as the sheet setting 1=1 as you expect to print everything? There's always the print margins! It's natural that if you impose a higher relationship, it's in the margins then.
