to what code do I have to report to understand if on a mechanical medium (an arm that rotates and moves on tracks) at two meters height I have to mount an orange flashing when it is in operation?

It is not a railway but simply a conveyor belt that downloads in different containers depending on what position it is made to adopt.

If the thing moves near people (I risk that people get hurt while this moves) I would say that the flashing alone is not good, in the sense that you can't call a security function to a flashing lamp. If the flasher doesn't work what happens?
You better explain why I don't understand what this blinker does.
If it were a forklift, a semotive machine with operator and board I would say ok, but so to nose I don't know.

the long part (arm) can go back and forth (with that horizontal scooter working on a rack) and can rotate on the raddle (motor standing vertical).

everything is controlled by an electrical panel on the ground.

The machinery directive is a law (coherent standard) which comes from a Community product directive. all machines are subject to the said Directive.
Currently: in Italy the machinery directive was adopted by dpr459/96 (reception of 392/89 and subsequent amendments).
At present, in Europe, 98/37/ce is active (it has not been received in Italy because it is the only text of 392 and subsequent amendments).
from 20/12/2009 98/37/ce will retire and will be repealed from 2006/42/ce. there will be no derogations on the application of 2006/42/ce.
This directive is law (free movement of goods) while rules are voluntary. then one can apply them or not.
to market a machine, to use it, to rent it, you must draw up the declaration of conformity with a whole series of obligations to satisfy.

said this, there is no one (as you say) saying whether to put or not the flashing.
You must, in accordance with the Machinery Directive, do risk analysis (according to essential safety requirements, Annex 1 to the Machinery Directive) and on the basis of the result you decide whether to put certain devices or not.

I add 2 considerations:
1- many times who is in u.t., especially if young man and imberbe, has not even dawn on what the machine directive is. not because of him, just because no one ever told him. in the school or the employer
2- Unfortunately it happens very thick, especially in the very small companies, that it builds and sells without thinking about the "burocratic" part and regulations.

for the series "5 minutes of my caxxi", I tell you a small anecdote.
When I was "freelance" I was contacted by a small company in my area to ask for a hand for a little project. I go to them (garage of the house) and explain the work. had already built and marketed some machines.
without drawings... without manuals... without risk analysis !!!

@maurom: flashing = danger of mobile elements (serve to signal danger especially for those using headphones or other dpi and therefore not able to hear)
cicalina: it is used to alert and cover the flashing when maybe you are in the light of the day and the lamp is not visible given the intensity itself!

After this course of directive ... I go to relax in front of a sheet of excel;(

a flashing never fails, but I think if they build similar machines they will have predicted much more than a flashing.

exact in practice it is regulated as a leasing, without manual, declaration of conformity of the machine and of the individual components do not leave the payments, for my plants the last drawing that is made is in absolute the most important we call it "lay-out security" and without it the payments do not leave.
