flat repetition on board

Hello everyone, I find myself with the problem of having to insert flat repetition in the table but without succeeding, while in the model 3d instead the flattening plate works normally, I press that the model did not realize it but I have to perform only the constructive ones. (time ago I had and posted a seemingly similar problem but the solution adopted then did not help me unfortunately).
place the model (created with sw2017) so that someone can analyze it and understand the reason for this problem.

if when inserting a sheet view and the option sight flattened does not work and panic the best thing to do is:
-In the design delete the view and close the design by saving it
-open the part
-open the configuration tab and delete the development derived configuration (this contains the flattened view )
return to the function board and check that the sheet is folded and not flattened
- open the drawing, insert the view of the sheet and put the tick to flattened view

thanks to the massive answer, I made the part in agreement with the client, I tried everything without solution.. I have no idea what was done when they did it, but now it's okay.. Thanks again many.

It's just not working. in the part you are placed in the defaultdevelopment configuration and the sheet is in folded mode.
just set the sheet in flat mode and you are in place
