I would probably start from a cylinder (piuttosto plate). I guess on the upper side I would have to draw one of those geometric figures, like a nut, which must be subtracted to the cylinder to create the zig zagatures, perhaps taking the dimensions with a caliber from the original. After that I would apply rotation to this element but using the option to generate an axial array. to which you can remove the material from the cylinder with a boolean operation. perform the same operation on the lower side of the cylinder but smoothly blurring the nut you created previously.
Another possibility, in my opinion the most appropriate, is to copy what is the probable method of production of the object, that is, you can start from a sheetmetal design sheet and create a mold with all those dice arranged in circle. Then you do a molding operation.
